2026 Citizen of the Year

Matthew Mueller

Matt Mueller is an outstanding and selfless individual whose unwavering dedication to the Finley community has made a lasting impact across various sectors. Through his extensive volunteer work, Matt has played a vital role in the growth, cohesion, and success of the community. His contributions span education, sport, cultural events, and essential services, and his tireless efforts reflect a deep commitment to improving Finley for future generations. 

Matt’s dedication to St Joseph’s Primary School is evident through his instrumental role in school improvement projects. From coordinating working bees and fundraisers to organising community events, Matt is always the first to volunteer his time and expertise. His leadership has been pivotal in beautifying the school grounds and ensuring the success of school events, fostering a stronger sense of community among students and their families. 

As a cornerstone of the Finley Football and Netball Club, Matt has dedicated countless hours to the club’s success. He has been actively involved in the cookhouse, canteen, and bar, often staying late to ensure everything runs smoothly. His contributions extend to the netball side of the club, where he has served as a team manager, first aid representative, and an enthusiastic supporter of both his daughters' teams and others. His consistent presence and willingness to help have created a welcoming, thriving environment for all involved. 

Matt has been a longtime member of the Finley Show Society, including serving as president from 2018 to 2023. His leadership has been critical to the society's success and sustainability. Matt attends meetings, coordinates fundraisers, and helps with essential working bees to prepare for the event. On show day, he is always ready to address any issues and assist wherever needed, ensuring a smooth and enjoyable experience for all attendees. 

 As vice president of the Finley Pool Committee, Matt continues to contribute to the maintenance and operation of this vital community facility. He plays an active role in decision-making, fundraising, and organizing working bees to ensure the pool remains a safe and enjoyable space for local families. 

A dedicated member of the Apex Club for over 15 years, Matt has served as the club’s treasurer, demonstrating both his reliability and financial acumen. Through Apex, Matt has helped raise funds for numerous community initiatives, from infrastructure improvements to supporting local families in need. Without Matt’s tireless efforts, these vital projects wouldn’t be possible. 

All of Matt's contributions are voluntary, and he dedicates countless hours to ensuring the success of organisations and events that benefit the Finley community. Whether through physical labour, event coordination, or leadership roles, Matt’s work always centres on improving the lives of others. His selfless commitment extends beyond his own family to the broader community. 

2025 Young Citizen of the Year

Charlotte Rafferty

Charlotte Rafferty is a student in Year 12 at Finley High School who has just started her Higher School Certificate. Charlotte is a quiet achiever, who is an inspirational person in our community. As a role model to all, especially the youth of this community, she is worthy of an Australia Day Award. Charlotte's positive contribution to the community is in the following:  

Whilst still at school Charlotte applied for and was successful in obtaining a position through Murrumbidgee Area Health at the Finley Hospital as a trainee health services assistant where she attends work 1 day each week and school on the remaining days. This is the first step in Charlotte working towards becoming a registered nurse when she completes her HSC. Her health manager comments that "It's rare to see such professionalism and maturity in someone so early in their career, and I am genuinely amazed by her progress".  

Charlotte is also a leader and outstanding contributor to the Finley High School Agricultural show team. Charlotte has been a member of this team for 5 years and as a senior member mentors, guides and supports younger members of the team. Charlotte's maturity was most evident at recent shows in Holbrook and Melbourne where she was recognised as the best junior champion handler and then further recognised by Helen Dalton in an address in Parliament.  

Charlotte is an active member of the Finley Netball club where she has been a playing member since Net set Go, and where her work ethic and commitment are an inspiration to others. Charlotte's coach noted that "Charlotte Rafferty not only contributed through determination and hard work on the court she continuously showed leadership and support for her teammates through her voice and recognition of others week in and week out. Charlotte always looked to better herself asking questions and listening when advice was given". Charlotte was named under 17 most determined player in 2024.  

Charlotte has also been an active member of the schools Student Representative Council since Year 7 assisting in the organisation and running of events including school socials, fundraisers and lunchtime student time activities.  

She also works part time at IGA in Finley and at the Finley Regional care. 

Charlotte is a kind, compassionate and mature young lady. She willingly takes on challenges and learning opportunities offered to her and makes the most of them. Charlotte is extremely humble in her accomplishments but meticulous in her efforts. 

2025 Sportsperson of the Year

Joshua Mahon

Joshua has demonstrated exceptional dedication and excellence in his sport, Archery. He has proudly represented Australia on the international stage and set to do so again in 2025. His outstanding performances have earned him multiple state and national titles, solidifying his place as a top competitor.  

Joshua’s remarkable achievements include:  

• 4th place – Australian Open 
• 3rd place – National Field Open 
• 65th place – Archery World Cup, Shanghai 
• Multiple state titles across Field, Target, and Indoor Archery 
• Selected for the State Team at the National Championships 
• Ranked 5th overall in Australia 
• Ranked 1st in the State 

Beyond his achievements, Joshua embodies true sportsmanship, always uplifting and supporting his fellow competitors to help them perform at their best. His selfless contributions to his club, including mentoring newer members and volunteering his time, highlight his commitment to the sport and its future. 

As a volunteer and board member at his local club, Joshua plays a crucial role in nurturing aspiring archers. However, his journey comes with significant challenges, including financial burdens, with travel and entry fees being entirely self-funded. Competing in over 30 tournaments, often requiring extensive travel—averaging four hours per event—he also balances full-time work and study while maintaining a high level of training and performance. 

Joshua’s dedication, perseverance, and passion for his sport make him a truly inspiring athlete and role model. 

2025 Community Organisation of the Year

Finley Show Society

The Finley Show Society is the heart of the Finley community—a proud tradition that has celebrated rural life for over a century. More than just an event, the Finley Show is a showcase of the district’s rich agricultural heritage, local talent, and strong community spirit. 

As highlighted in 100 Shows, 104 Years – A History of the Finley A & P Association, former President Gordon Pyle captured its essence best: 

"Your Agricultural Show is a 'show window' for the district’s produce and stock." 

Since its inception in 1913, the Finley Show has grown into a major community event, bringing together locals and visitors alike. In 2024, the show welcomed 1,500 visitors, 400 exhibitors, and over 2,000 entries across all categories. The much-anticipated sheep dog trials saw 36 competitors with 135 dogs, captivating audiences and adding to the event’s vibrant atmosphere. 

None of this would be possible without the dedication of over 75 committee members and volunteers, many of whom are second- and third-generation contributors. Their tireless efforts ensure that the showgrounds and facilities remain in top condition, not only for the annual show but for other key events like the Poultry Auction and Sheep Dog Trials—bringing joy and economic benefits to the region. 

Held annually on Father’s Day, the first Sunday in September, the Finley Show is a cherished tradition for families and individuals. Its deep roots, continuous growth, and unwavering commitment to rural life. A testament to the volunteers, community involvement, and resilience that make it all possible. 

Berrigan Shire Executives Young Achiever Award

Jasmine Burke

This year, Berrigan Shire Council Executive’s made the decision to have an award for a young achiever in our Shire. For a nomination that they deemed outstanding and that cross contributed across categories.

Jasmine has excelled in sport in 2024, representing Riverina in four sports and achieving NSW selection in two-an incredible accomplishment in itself. This achievement is a testament to her exceptional talent, work ethic, and dedication. Beyond her athletic success, Jasmine's accomplishments extend to many areas, showcasing her versatility as an individual.  

 As a student, she consistently demonstrates a strong work ethic and a passion for learning, excelling academically and setting high standards for herself. Beyond her studies, Jasmine is deeply involved in her community, always seeking opportunities to give back and support those around her. Her commitment to excellence in every area of her life is inspiring.  

 In the realm of sports, Jasmine's performance is nothing short of outstanding. Her leadership, teamwork, and athleticism have made a significant impact, and her impressive achievements on the field reflect her tireless effort and determination. Jasmine is truly a force to be reckoned with, balancing her academic pursuits, athletic excellence, and community involvement with grace and dedication.

• Murray League Rookie of the Year 
• Riverina Opens Netball Team

• Finley High School Open Girls Swimming and Athletics Champion 
• Victorian Netball League Bendigo Strikers Development Squad Netball.  

 Alongside her perseverance and commitment to all that she does, make Jasmine more than deserving of recognition. Her story serves as an inspiration to others, and her future holds endless potential as she continues to excel and make a difference in every aspect of her life.  

2024 Citizen of the Year

Syd Dudley
Syd is highly regarded as a prominent member of the Finley Community.
He has worked tirelessly to champion over many voluntary and health advocacy roles for several decades.

Syd as chair of Finley Local Health Advisory Committee (LHAC), has led and contributed to a unique intergrated health care model for his region.
This model incorporates Primary care, 3 aged care levels, and Finley Hospital and health services.

Syd is passionate and committed to the welfare of his community. He networks in the community to find any issues that need addressing and invites and listens and values input and contribution of all people. This is all to enable better health outcomes.
Syd led a team at Finley Regional Care who attracted General Practitioners (GP) to Finley. He then was integral in helping welcome them to transition into our local community. Those same GP’s have remained here in Finley settled for now over a decade.

Syd has been founding member of Finley Local Health Advisory Committee after being on Finley/Tocumwal Local Health Advisory Committee- combined, he saw the need for his local community to have their own committee.
This committee is vital in advocating for their community , involvement in planning and priority goal setting, evaluate of strategic and service planning and supporting local health service. To provide health literacy and important knowledge of the community and their needs. Syd inspiringly leads the committee of a diverse background of individuals. He allows each member to provide feedback, supports individuals, encourages participation and values opinions and input.

Syd has been working tirelessly on the planning for the Finley Hospital Redevelopment.
He has contributed to and facilitated a community consultation and feedback on the Finley Hospital Clinical Service Plan. The clinical service plan has been an integral resource and used for the Finley Hospital Redevelopment planning rebuild.
Syd has been a pivotal and persistently working over many years to advocate for improvements to Finley Hospital.

Syd has volunteered over the past 30 years, in numerous organisations. He has always volunteered his time freely, to ensure improved health facilities and better health services for our community. His purpose and dedication is to solely give back to the community to ensure continuity of services in his beloved home town.

2024 Young Citizen of the Year

Madison McDiarmid

Madison continuously strives not only to make a difference in her school community but within our local community.

At only 17 years old she has already achieved many personal goals, received a number of awards and has a positive influence on our community members both young and old. Her positive and happy outlook on life is infectious and she brightens the day of the people she interacts with.
Madison's diligence has led to achievements in both academics and sports:

• Elected as School Captain for 2024 at Cobram Anglican Grammar School.
• Voted as House Captain in 2023 at Cobram Anglican Grammar School.
• Awarded Dux of Year Ten in 2022 at Cobram Anglican Grammar School.
• Rotary Club of Cobram Academic Scholarship in 2022. The recipient of this award is a student who uphold the core values of service, diversity, integrity and leadership.
• Completed Certificate III in Sports & Recreation through AFL Sports Ready Program whilst undertaking a traineeship with Skillzone.

Madison also runs the On-Track Program for Under 6 & Under 7 athletes at Barooga Little Athletics Club. Her role at Barooga Little Athletics is both voluntary and focused on developing junior athletes skills and talent, which she thoroughly enjoys.

2024 Sportsperson of the Year

Casey Chandler

Casey Chandler is an exceptional young person who excels in all sports. At only 14 years old, she is competing at the highest level in golf, AFLW and dance. Her golfing ability, in particular, is second to none, often outclassing and out-driving people more than twice her age.

Casey is an extraordinary role model for young people and her relaxed nature and carefree attitude is a testament to her upbringing and education.

All of Casey's work and sporting achievements are voluntary. As a 14- year-old, she relies heavily on parents to fund her sporting activities and travel expenses. Casey also volunteers to wash golf carts at the Cobram-Barooga Golf Club in her spare time.

Casey also actively encourages other juniors, especially females to participate in golf.

2024 Sports Team of the Year

Berrigan Netball Club Under 17’s Team

The dedication and teamwork shown by the Berrigan U17’s Netball team is truly commendable.
Their commitment to both playing and supporting the club reflects the spirit of community and sportsmanship.

With the club looking like not putting forward a U17’s team, girls from the U15’s team stepped up and committed themselves to the season playing against older, more experienced teams. For a group of girls who have been primarily playing together since netsetgo, it was amazing to see them come together and excel every single week.

They worked hard and trained hard to make sure they kept near the top and made their way to the grand final.

The girls not only worked hard playing multiple grades of netball each week but supported their club by helping setup and pack up the courts, volunteering to help in the canteen and offering to umpire, score and timekeep other games.

Small sporting clubs don’t survive long without amazing support and these girls are definitely the future of our club. With Berrigan Netball Club in the hands of these girls, the future is looking bright.

Duke of Edinburgh Award

Sophie O'Donnell

The Duke of Edinburgh Award has three Levels including Bronze, Silver, and Gold. Each Level is made up of four Sections which include Physical Recreation, Skills, Voluntary Service, and an Adventurous Journey.

To achieve each Level of the Award, you will need to meet the requirements of each Section as they are set out by your Award Level.

• 2023 Citizen of the Year - Nola Pinnuck 

  Nola has lived, work and volunteers in the Finley district for the majority of her life.  Dedicating a huge amount of time to community organisations to ensure the betterment of the Finley township and surrounding areas her involvement encompasses, but is not limited to the following projects / organisations: 

  • Miss Australia Quest – first as an entrant and later as a judge and mentor to others 

  • St Josephs P & F and School Board 1990 – 2008 coordinating fundraisers such as the Annual Dinner Dance ad and Annual craft Show. 

  • TAFE NSW – after studying 31 years ago, accepted a position and has been employed as both a teacher and administrator 

  • Berrigan Shire Dementia Alliance elected as charperson in 2021 and continues to perform this role and promote the expansion of the service by communicating with all social and service groups operating in the shire to promote awareness 

  • Genazzano College Kew – Hopetown Hall Board as President and Secretary for around 8 years in the early 2000’s 

  • Finley Farmers Markets assisting with storeholders in obtaining funding 

  • Finley LHAC a dedicated and valued member for over 20 years 

  • Murray Hut CWA with Nola being a foundation member in 2007 

  

  • 2023 Young Citizen of the Year - Sarah Bauer 

    Sarah is a student at Finley High School and her outstanding achievements in 2022 not only reflect what an inspiring person she is to the school community but also to the community at large. 

    Twelves months ago Sarah was offered a place in the Curious Minds Program  One of 110 females (secondary students) from across Australia to travel to Sydney to hear talks from prominent women in STEM, engage in hands-on supercharged sessions, undertake investigations, participate in communication workshops, and STEM coaching sessions and, most importantly, grow in confidence and ability in a fun, supportive and encouraging environment.   

    The goal of this program is to gain a head-start to further the students’ studies in Science and Maths and forge friendships with like-minded students from around Australia.  Sarah was selected because of her excellent results, commitment to learning and enthusiasm for STEM subjects. 

    Sarah was partnered with Katie Scott a cloud architect for Microsoft and was offered a scholarship position in the Quantum Computing Summer Camp. 

    Sarah also participated in the SQA Quantum Hackathon, was selected as one of the three flag bearers at the Finley ANZAC March, participated in Sydney for the NSW Public Speaking Competition finals. 

    Sarah was awarded the Director of Education Award for innovation and leadership. She is a member of the Finley High School’s Audio Stories team and last school holidays was asked to speak at a Regional Heath Foreum as a Youth Health Ambassador.  Sarah was announce as a state winner in the National History Challenge for 2022, she is active ember of the Finley Netball Club and also a member of the fire cadets. 

    
    

    

    • 2023 Sports Person of the Year - MacKenzie O’Dwyer 

      MacKenzie is a dedicated netballer, who is a representative in many teams, including school, netball club and representative teams in Victoria.  This comes with some difficulties as many trainings are a long way from home.  At current, MacKenzie is travelling to Shepparton on Tuesday night for competition and then training with the City West Falcons in Altona on Wednesday and Sunday nights, where she is not returning home until around midnight.  She is young netballer trying to fulfil her dreams under difficult circumstances, where she and her family are making huge sacrifices in turning this dream into reality. 

      Mackenzie’s achievements in 2022 are: 

      • 2021 Bendigo Academy of Sport North Eastern Athlete of the Year 

      • U15 School Sports Victoria Team and named dual Vice Captain of the team 

      • Runner up Under 17’s Goulburn Valley Netball League Best and Fairest (having played in a grade above her age level) 

      • U15 representative for the GVNL 

      • Victorian Netball League’s City West Falconers U19 roster with sister Keeley. 

      

      • 2023 Community Organisation of the Year - Berrigan Men’s Shed 

        The Berrigan Men’s Shed began in 2010,and since then membership has grown to 38 financial members who gather two morning each week at the Men’s Shed in Chanter Street Berrigan just to have a chat or to talk over a cup of tea, play a game of billiards or cards, whilst others build garden bed, restore furniture, collect donated items or attend any other jobs that come their way. 

        Average attendance is 24 members.  Not only does this gathering assist with mental health and some loneliness, it gives men a great chance to talk about problems, nor necessarily spoken about at home. 

        Once a week, two residents from Amaroo Aged Care attend “The She” transported by a member, as well a support group from Cobram bring several men to have fellowship at Berrigan Men’s Shed. 

        Some achievements for the Men’s Shed in 2022 include:  

        • Raised garden beds for the home gardener 

        • Organised CPR course with 2 participants 

        • Provided BBQ for town market night with funds being donated to the Aged Care Facility 

        • Partnered with Berrigan Red Cross to provide the venue and set up for the Red Cross Fashion Extravaganza 

        • Red Gum Slab provided materials and constructed a bench seat to be placed at RSL Memorial Wall in Hayes Park 

        • October held a blue table event at the shed for RUOK day 

        • Installed a second defibrillator in the main street 

        • Donation to Berrigan Hospitality Auxiliary and Amaroo Auxiliary 

        • Recycled timer used to replace entrance gates near the site of the railway walkway 

        • Plant and tender vegetable growing, the product is then available free
